This guide provides a step-by-step process for enrolling in MNSure.
Step 1: Determine Your Enrollment Timing
General Fall Enrollment (Open Enrollment)
- When: November 1 to January 15 each year (e.g., November 1, 2025 – January 15, 2026, for 2026 coverage)
- Key Deadline: Enroll by December 18 for coverage starting January 1
Special Enrollment Periods (SEPs)
Available if you experience a qualifying life event. See full details in the Special Enrollment Periods section below.
Year-Round Enrollment
If you qualify for Medical Assistance (MA), MinnesotaCare, or are a member of a federally recognized American Indian tribe, you can enroll anytime.
Step 2: Create a MNsure Account
- Go to the MNsure website and click “Create an Account.”
- Fill out the one-page form (you can skip the Social Security Number for now).
- Create a username and password to access your MNsure dashboard.
Step 3: Complete the Application

- Log in to your MNsure account.
- Start a new individual/family application.
- Enter household details: income, size, residency, immigration status.
- Provide information about current coverage or employer-provided options.
- Submit electronically.
Result: MNsure determines your eligibility for subsidies or public programs. You’ll receive a notice once completed.
Step 4: Contact an Assister
Why Use an Assister?
Certified MNsure brokers like Erik Roti or Tippy Sourignavong offer free, expert help. They can recommend specific plans and handle much of the process for you.

Step 5: Explore and Compare Plans
Erik or Tippy will use MNsure’s Shop and Compare tool to filter plans based on your needs.
- Log into your MNsure account and access eligible plans.
- Filter by cost, coverage, or provider network.
- Use provider search to confirm your preferred doctors are in-network.
- Review available financial assistance and premium costs.
Note: Public program enrollees will receive plan details from DHS.
Step 6: Select Your Policy
- Erik or Tippy recommends plans based on your health needs and financial eligibility.
- Select household members for enrollment.
- Pick a plan and confirm your selection.
- Electronically sign and submit your enrollment.
Outcome: You receive enrollment confirmation.
Step 7: Finalize Enrollment and Payment
- Marketplace plans: Pay your first premium directly to the insurer.
- Public programs: No upfront payment required; DHS handles it.
- Deadline: Enroll by the end of the month for coverage to start the 1st of the next month.
- Keep records: Save confirmations and report changes like income or address.
Special Enrollment Periods (SEPs)
If you experience any of the following events, you may qualify to enroll outside of open enrollment:
- Loss of Other Coverage: e.g., job loss, aging off a parent’s plan, divorce.
- Household Changes: e.g., marriage, birth/adoption, death of a dependent.
- Relocation: Moving into or within Minnesota.
- Income Changes: Drop in income making you newly eligible for subsidies.
- New Citizenship or Lawful Presence
- Release from Incarceration
- Application or Enrollment Error: Mistakes by MNsure or your assister.
- Exceptional Circumstances: e.g., natural disasters.
- American Indian/Alaska Native Status: Year-round enrollment.
- Public Program Eligibility: MA or MinnesotaCare allow year-round enrollment.
How to Use an SEP: Contact Erik or Tippy within 60 days of your qualifying event. They’ll verify and submit necessary documentation on your behalf.
